I would have sprayed the cats.

JUST UNTIL IT DRYS

The lawn should be safe for your cats when it is completely dry. I have a dog and I let her out after the lawn is dry and she has had no problems. If you are worried maybe you should wash their paws before they come back inside. I do agree with Lee though, I'm not a cat lover either.
